[Hubs] Regional Networks development guide, could also be useful for exploring hub development

Hi everyone,

I met with the Swiss hub the other day and they were unaware of the guides we had produced about setting up regional networks as well as the workshop we designed to compliment them. The structure could als easily be used to explore what a hub could do if you are in those early stages of development. So I thought I would share them with you, as they may be useful and because the Swiss hub found them useful.
